A source model for phased legal commencement
A practical data model that keeps publication, commencement, correction and editorial review separate.
The Act and Rules notifications name different groups of provisions and different commencement offsets.
Status should be computed from verified publication metadata and provision groups, while the original source and calculation basis remain visible.
Five dates, not one
Distinguish enactment, Gazette publication, a source-page publication date, a corrigendum date and a provision’s effective date. A single ‘law date’ field loses critical meaning.
Status is provision-specific
A framework can contain operative and notified-future provisions at the same time. Interfaces should show the relevant tranche rather than one green status for the whole Act.
Correction is part of provenance
A source ledger should point readers to the corrigendum and record that corrected text was checked, without silently rewriting older evidence.
